Utah uses the three-class system. E-bikes are treated as bicycles, with no license or registration required. HB 381, effective May 6, 2026, expanded the helmet mandate to all riders under 21 (not just Class 3), barred riders under 16 from operating a Class 3 e-bike, and requires adult supervision for riders ages 8-14. Starting May 2027, riders ages 8-15 will need a personal electric vehicle safety certificate to ride unsupervised. Some national parks and BLM land in Utah allow Class 1 e-bikes on trails where traditional bikes are permitted.
